Questions
What does garbled text look like?
Accents turn into pairs such as é instead of é, and dashes or Japanese text into strings like — or æ±äº¬.
What if the text is still wrong?
The file may not be UTF-8 at all. Open it again with Shift JIS or UTF-16 in the file encoding selector, then run the tool.
